José Manuel Pájaro Martínez is a lawyer graduated from the Universidad Externado de Colombia (Bogotá DC, Colombia), with postgraduate studies in commercial law at the Pontificia Universidad Javeriana (Bogotá DC, Colombia), financial legislation at the Universidad de los Andes  (Bogotá DC, Colombia), and administrative law at the Universidad Santo Tomás de Aquino (Bogotá DC, Colombia).

He has studied the structure of the Public Administration and the Financial System, as well as the corporate, contractual, tax, foreign investments, communications and exploitation of the electromagnetic spectrum regimes in several countries of Latin America, including Mexico, Salvador, Guatemala, Dominican Republic and Ecuador.

He is an expert in civil litigation; administrative litigation and arbitration tribunals, as well as in criminal actions related to economic crimes and the ones against the Public Order, in particular Financial Crimes and those against the Public Administration.

As part of his professional experience, he has develop as a top executive in public and private sectors at the local and international level, and he has advice private companies in the various sectors of the economy, as well as to entities in the Financial System.
