Rosalba Pájaro Quesada is a lawyer graduated from the Universidad Externado de Colombia (Bogotá, Colombia) and the Pontificia Universidad Católica (Quito, Ecuador), with postgraduate studies in tax law at the Universidad Andina (Quito, Ecuador) and master in management and telecommunications law from Universidad Andina Simón Bolivar (Quito, Ecuador) and the Universidad Externado de Colombia (Bogotá, Colombia).

She is an expert in matters related to civil, commercial and telecommunications law in Latin America.

As part of his professional experience, she has more than 25 years of professional experience advising in corporate, legal and regulatory matters to companies in different sectors, including telecommunications operators in the Latin-American region. She has participated in the development of studies on Information and Communications Technologies sponsored by UNESCO.
